Reducing cost and conflict around unauthorised Traveller encampments – challenges and opportunities

Unauthorised encampment can be costly and frustrating for local authorities, police, public services, local communities, and for Gypsies and Travellers themselves.   

Changes to Planning Policy for Traveller Sites, announced by the DCLG in August this year, seem unlikely to reduce unauthorised encampment (whatever effect on unauthorised developments may be. Indeed concerns have been expressed that the changes may lead to an increase in unauthorised encampment as Traveller families feel obliged to prove they ‘travel’ to be eligible for planning permission for site accommodation.    

At the same time, the Equality and Human Rights Commission has published new good practice guidance on the provision of accommodation for Gypsies and Travellers. How well do these reconcile? 

Alternative approaches have been developed in a few areas, including Leeds and Fenland District, which have seen cost savings for service providers and more positive outcomes for all stakeholders. These offer the opportunity for an effective way forward.   

Reducing cost and conflict is a one–day conference which will explore the law and planning guidelines, as well as different approaches to managing unauthorised encampment. Sessions will examine ways to reduce cost and conflict, and to promote fairness for all. Speakers will share the mechanics of management, enforcement, and service provision, examining how restorative approaches (such as the award winning ‘Negotiated Stopping model) can enable different options and better outcomes. 

For those new to working with Gypsies and Travellers there is also an optional half day cultural awareness training (at a special discounted rate to those attending the conference) the previous afternoon.
