“The one thing about the European Union in my experience, is that there is a great facility, a great ability to find agreements. So I’ve been through negotiations in the past where it looked like agreement was impossible to achieve and it was achieved because in the end people understand that the consequences of failing to reach an agreement are far worse than anything that might arise from an agreement.”
